PANASONIC CF-53 Cannot start up.The power indicator or battery indicator is not lit.

Does it happen to you that when replaced a new PANASONIC battery, then out of no where the PANASONIC won't turn on. Please kindly not this is not always a battery problem, when you check official manual, they would suggest you to try following before replace the battery directly.

Connect the AC adaptor.
Insert a fully charged battery.
Remove the battery pack and the AC adaptor, then connect them again.
Even if the AC adaptor and battery pack are correctly connected, if the battery indicator is not lit, the AC adaptor protection function may be operating. Disconnect the AC cord,wait three minutes or more, and reconnect the AC cord.
If a device is connected to the USB port, disconnect the device, or set [USB Port] or[Legacy USB Support] to [Disable] in the [Advanced] menu of the Setup Utility.
If a device is connected to the ExpressCard slot, disconnect the device, or set[ExpressCard Slot] to [Disable] in the [Advanced] menu of the Setup Utility.
Press Fn + F8 to turn off the concealed mode.
Check the [UEFI Boot] setting of the Setup Utility. [UEFI Boot] should be set windows 8 to[Enabled] /windows 7 [Disabled].
